is possible that as a reward for being a kage in Naruto, the kage has access to all the secret and forbidden jutsu?
who decides what is forbidden and what is not since all or mostly all jutsu are for offense and defense?

well it would be cool to learn more about the forbidden scroll, tbh its kinda stupid that naruto mastered one technique from that scroll... why was it in a forbidden scroll? why could he have learned another jutsu so he wouldnt always spam shadow clones.... kishi often forgets about parts of the plot.... like for example gamatatsu and narutos combined jutsu it was like a air watter bullet... why didnt he use it with gamatatsu the boss instead of practicing it with his derp of a son? and its only in one episode..

Tsuande does have the forbidden scroll which allows her to see everything in it, and label jutsu's as kinjutsu (forbidden jutsu) just like she for naruto's FRS, yet he is still allowed to use it.
