What do you think classifies a jutsu as forbidden

They are forbidden, because they are either non-ethical(ex:edo tensei) or cause too much damage to the user (ex:8 gates).
My favorite kinjutsu is 8 gates; because the user actually pays price for the good amount of power he gains.

Like using a nuke on wallmart.. Just not allowed man.. Edo brings back dead people that can do much worse so it would be forbidden since you don't want genin going around bringing dangerous dead folks back to have cups of tea with.
