OT: Can and do are two different things. Sasuke as you can see in 700 is still wary of any enemy coming his way. Training is Sasuke's only hobby where as Naruto will probably stick with doing his job. Traveling around the world refining his craft Sasuke has probably gotten a lot stronger. Naruto has no reason to train seeing how OP he is already and there are more important things that need his focus.

Tbh considering Naruto takes forever to learn a jutsu while Sasuke copied Lee taijutsu and learned chidori in a few days, the rate of experience balances out

But don't forget battle experience is much greater which Naruto won't be getting

Thats very true, if we are talking about mastering new jutsu then you have to look at the fact that sasuke is out in the world seeing new jutsu that naruto wont have even heared of yet alone begun to train and master... adv..sasuke.
