First, it's stated in the Wiki that someone of the same blood can brake it (IvS)
Second, what does it matter if he did? Like you said Itachi's plan wasn't to beat him so what does it matter either way.
Third and most importantly it's Kishi's call not ours. If he said it, it happened--no amount of serious thought, debate or real life logic in a fictional story will change anything when it's all under Kishi's authority.

Sasuke broke it but the tsukuyomi was weak compared to the one used against kakashi. When used on sasuke the flow of time in the tsukuyomi world was only a few times faster than the real world and even then it took sasuke some time to break it. If itachi had used his full power sasuke would have suffered a lot more.

The god used it on him twice before so that he could get use to it. Prepped him for the death battle to see how far his visual prowess had come. An it didn't go to far because he wasn't able to get tsukuyomi from the god but amaterasu instead.
