Yes, Sasuke's idealogy did lose; but this is just proof that nothing is going to change. Like Madara said the peace in Naruto's version of Hokage is fake, true peace will never happen because Naruto only has control over Konoha, not the whole Ninja World.

Sasuke would also be immortal ensuring Eternal Peace unlike Naruto, so in terms of feasibility, Sasuke's Hoakge is way better. The Villages will never unite unless there is Darkness. Sasuke is the Darkness which causes Opposing forces to unite.

The peace that Naruto established would eventually collapse in the future just like Hashirama's did. This in itself makes Naruto's way moot.

Chances are it is Sasuke's student that will put the world on the right track. Naruto brought the world to peace. Boruto wants to surpass his father, and Sasuke is trying to find a way for ppl to understand each other so they can bring about lasting peace. I believe he was talking about that in 699.
