The user either has to have the rinnegan or be able to control te nine tails and use their susanoo as armor? Because I have not seen Madara or Sasuke use PS without those two things.

Well Madara nor Sasuke struggled with stabilizing it, so if there was a requirement, then he would've made it apparent by having them bring out PS only to have it not stabilize then make it clear that something was not right with the user, hence a requirement.

He never made any such notion, so any type of requirement is meaningless at this point

That may be true but we'll never know. There are only two ems user's that we've seen. The same argument can be made that way. But i guess sine Indra has not been shown with an ems your argument has more validity because he can wield it with just an MS
