If Juubi were to fire another Bijju-damas then that would've hurt the Juubi itself! It was confined in the Barrier. Now the fodders then attacked the Juubi but ultimately nothing happened because Obito came in and became the Jinchuriki

"ultimately nothing happened"... however if the gates weren't dropped, the barrier's purpose to confine the Juubi would have been useless also.

Hell who also knows that maybe the juubi could've broken the barrier.
