Characters that deserve more screentime
Throughout Naruto there have been many come and go characters that at the same time were some of the most interesting in the series but never expanded on nor given the spotlight they deserved.
They either had intersting jutsu, background, or design which made them so intriguing for the brief moment we saw them. Here is a list of some fodder who should have been given more epic scenarios.
Torune
Part of the aburame clan and uses a unique brand of nano-sized venomous insects which is the equivalent of amaterasu. One touch from these venomous beetles and they will destroy the victims cells while also causing them extreme agony.
Torune is able to cover his whole body with these insects making him one of the deadliest taijutsu fighters in the series. His death was unfortunate for his first opponent was Obito, and Obito was able to sacrifice his zetsu arm in order to defeat Torune.
Shisui Uchiha
Shisui possessed a unique sharingan ability, the Kotoamatsukami, said to be the most powerful genjutsu in existence; powerful enough that figures such as Danzo, Kabuto, and Obito tried to come into the possession of it. However, Shisui entrusted his remaining eye after it was stolen by Danzo, to Itachi.
Shisui was also known to be a master of body-flicker, wielding a tanto alongside his legendary sharingan. His name is engraved in history for his remarkable abilities even after death. In essence, he was a true shinobi and a total badass
It was Shisui who inspired Itachi to become who is today.
First Tsuchikage
We only saw the first Tsuchikage from Onoki's flashback where he was shown to be wise and gentle. He also displayed the ability to fly which all three Tsuchikage were shown to do. In the anime filler it was alluded that he possessed an insect-based style of jutsu.
Second Raikage
The Second Raikage only appeared in a flashback where A was retelling a story of how the Second Raikage tried to form an alliance with Tobirama and Konoha but was ambushed by Ginkaku and Kinkaku to stage a coup, barely escaping with his life in the process.
Third Kazekage
The Third Kazekage was shown to be Sasori's greatest puppet and was mentioned to be the strongest of Kazegake. When he was alive he studied the Shukaku and was able to create the Iron Sand technique which allowed him to manipulate iron much like Gaara does with sand.
Okisuke
Right-hand man of Mifune and a samurai from the land of iron. Not much back-story was given, but he was shown to defeat zetsu with a single strike of his sword and also possess incredible reflexes that surpass his samurai comrades.
He also has a cool looking cross-shaped scar on his face(an homage to kenshin?) and also a pretty awesome dragon tattoo on his fore-head.
Seven Ninja Swordsmen of the Mist
I'm sure we're all familiar with them, but needless to say they were hyped up when they were summoned and all we got was a description of there swords abilities. We didn't really see them fight aside for Zabuza and they were defeated before we knew it.
Mangetsu being the holder of all the swords was speculated to be the strongest among them, but we never even saw him in action.
Izuna Uchiha
Back in the day everyone expected this Uchiha to be Tobi. He was Madara's younger brother and also said to be his equal. He gained the MS along with Madara and died from a fatal wound by Tobirama
Toroi
Toroi is a famous shinobi from Kumogakure, Toroi utilizes Magnet Release Jutsu.
By throwing his shuriken, if the opponent were to block or get hit by one of them, their body would become magnetized which would then attract all the other thrown shuriken, making it impossible to dodge
Dan Kato
Dan was a famous shinobi from Konoha and was also Tsunade's lover and was also the reason for her phobia of blood due to his death and her failure to save him.
Dan has a unique Spirit Transformation Technique which allowed him to separate his spirit from his body and attack opponents in this state which there are very few ways to defend against
he could also possess other people with this technique and was noted to having killed a great number of shinobi during his time.
Sakumo Hatake(White Fang)
Sakumo was renowned to have power that overshadowed the sannin during his time. He killed Sasori's parents and also commited seppuku from his failure to complete a mission in order to save his comrades.
He was also the father of Kakashi Hatake
Fukai
The previous host of the Hachibi and also cousin to Raikage A. He was regarded as a great shinobi but died due to the loss of control from the Hachibi which in the anime filler showed Orochimaru to be responsible.
Hanzo of the Salamander
Not so much a fodder, but from his hype of defeating Orochimaru, Jiriaya, and Tsunde while also granting them the name "Sannin", we never actually saw much from him aside for his use of poison and his Kusarigama.
It would have been great to show the battle between him and the sannin to see what other arsenal he possessed.
Jinchuriki
Even though they were revived through Edo Tensei, we practically didn't see any of their abilities. We only at least one or two jutsu from each jinchuriki.
Not to mention we still haven't seen the backstory of how Obito managed to defeat and control Yagura, even though he was a perfect jin.
That is all for the list, but of course there are still others that I have not mentioned such as Pakura and Gari. Also I would say the Third Raikage as well seeing as though we only saw him use one jutsu when he was said to be the strongest Raikage and the holder of the Black Lightning Technique which he passed down to Darui.
Also the Fourth Kazekage since we pratically didn't see anything from him, yet his gold dust was really cool and interesting.
