What is your definition?

Name 1 & explain why you consider them fooder.

Everyone is entitled to their opinion but be reasonable.

The nameless shinobi who die for the sake of numbers.
They are usually weak, useless, and are irrelevant to the story.

That makes Sakura in a rank pretty close to fodder.

No one is fodder to me. In my opinion it's a distasteful word used to describe background/supporting characters.

I don't have any since Naruto is about teamwork and everyone working together is what matters, even the little contributions.

Might Dai. He was a 40 year old Genin

Also just because someone is unimportant does not make them fodder.

Kituschi is not important but he can kill 90% of characters in the series with his Mountain Sandwhich jutsu, that's slightly bigger than the Juubi.

Fodder-Any character who contributes little to nothing to the story.

Examples: Random ninja's in shinobi alliance.
If any of them died, would anyone notice?

In Naruto few characters matter, it's all about Naruto. Take Jiriyia, he died and got like 5 minutes of fame and then it was back to daily life. Jman is by no means a fodder though.
