Who's the character that guards the line between fodder and foddee? Specifically, who is the character that if other characters can beat him/her, they're not fodder, and if other characters can't beat him/her, they are fodder?

Thread will probably lead to bashing/wanking but I thought it would be fun to think about. Don't take it too seriously.

I think it's Naruto. Itachi, Madara, Hashirama and Kaguya can defeat him. Sasuke is equal to him. The rest is fodder.

Notable mention: Nagato and Obito have a good chance of winning, but very slightly.
