depends on everyone's standards. I can call Konoha 11 fodders by today's power scaling if I want to

A fodder does not necessary need to be weak. A fodder is a character that is necessary to keep the story/plot moving and plays no further purpose. They are usually killed off quite quickly.

A fodder is one that serves no real relevance to the story, or is killed to show off the power of a stronger one.

At the moment, Izuna is fodder. Until more is shown about him, he was just a reason why Madara has the EMS.

At the moment, Rin is fodder. Her death wasn't even explained. Maybe in the next few chapters more will be revealed to make her something more.

Dosu was fodder. A somewhat strong guy easily killed by a stronger guy (Gaara) to show off his power/personality.

Most of the Allied Shinobi Forces are fodder. Some are killed to show the strength of the opposing army (Zetsu clones, Asuma, Dan, Kakuzu, Gedo Mazo, 7 Swordsmen, Madara, etc.) or because the don't serve much relevance to the story.

I thought fodder was supposed to be derived towards cannon fodder (war term)? Tenten has her own databook pages.. destroyed one of Kakuzu's mask (I know it was with the fan).. and heck is part of the Konoha rookies. Even she isn't fodder. Fodder are those type of unnamed ninja who pretty die for the sole purpose of hyping up named characters (taking on 100 unnamed people at once or something of that caliber), or like now with the Alliances members vs. Zetsu to show that action is happening. Now fodder seems to have been morphed into some sort of way to bash characters people don't like.. to be honest the only reason people probably associate it to weak characters is the fact that most cannon fodder are meant to die anyways (meaning they can't survive the opponent).

a Fodder is a WEAK person who just gets killed easily. Shinobi army is full Top class ninjas. Therefore have no fodders. Not everyone is strong as Kakashi and them you know..

Izuna was one of the strongest Uchiha to exist in Naruto history ;3

so, your telling me the FODDERS we seen get killed by a SINGLE white zetsu were top class ninjas?? no even hinata can take on multiple white zetsu at one time, and they cant take on one? yeah they are FODDER

What do you consider fodder?
To me fodder is someone whose is taken to strengthens one of relevant character by dying or giving his power having no interruption in the story line by his own means. Izuna did not change the story line, Madara did although he needed his brothers power but it was by his means with Izuna's power.
Not sure if I could explain it but its something similar.

Not even necessary to change the story line...

Here is the definition of what a fodder is: Some random character or a bunch of random characters who have no name and die easily to display the power of a more important character.
The best explanation so far.

Top class doesn't always mean they have to be strong as the Other main side characters.. And also Neji and Hinata could have been killed..... but they aren't cause of the story.. But have you seen their abilities?? PEOPLE DIE IN WAR. it is common sense.. there are no one on one battles.. (besides the main battles)..
