Oh okay, then probably the Hidden Rock. Akatsuchi has the best earth technique, Mountain Smash.
But then again, Hidden Cloud has Darui, who is a beast! So it comes down to the next fodder of those villages. Kitsuchi and Shee. Kitsuchi is better than Shee imo so Hidden Rock has the best fodders, bro
