fodder ninja and being op

In my opinion fodder is used to loosely on the base. Ive seen top flight ninja called fodder. Mei, tsunade, asuma, hidan for example. Just because your not a jinnchuriki(only nine tailed beast) uchiha (only two alive not counting madara) or don't have a kkg doest make you fodder . The amount of op characters in the narutoverse is pretty small compared to the ninja world as a whole. So what do think is fodder used to loosely on the base?

i think they use loosely because there a lot of fanboys and they think some characters are weak because they don't have tailed beast or some powerful justu

I think it is loosely because its been proven even with a kkg you can still be fodder, but than again i guess it would personally depend your definition of the word.

minato has none of those and he's still op. just sayin......i mean he does have the blond hair

A ninja with lack of skill and talent. Not a high jonin or kage. That doesn't make sense to call someone of that rank fodder!

Even if screentime is short a great deal of skill can be shown by that ninja.
