What's the difference between FTG and FTG level two? There doesn't appear to be one, the only difference i saw was that Minato used level two while the kunai was moving, but you'd think that's doable with level one.

There's not really any difference: it's still the same technique, except Minato used a Rasengan for Level Two. I would presume Level One is just simply teleporting without any additional jutsu.

i think faster telepotation. able to teleport to a moving kunai. extra speed/reaction

If you slap Lvl. 2 on anything it sounds cooler.

Like Susanoo level 2, Kyuubi Mode Level 2, orange jumpsuit level 2, etc.

lvl 1 he places a mark on somebody and lvl 2 he uses 1 kuni! thats the difference.

No no no all wrong level 2 is teleporting to a kunai while it is travelling and level one is travelling to a kunai while it is in a fixed position. This is why tobi was surprised minato teleported to a kunai he had just through and also why he thought he had won.
