Minato is one of the fastest characters in the Naruto verse without FTG, but he himself is not as fast as Madara or Sasuke. This is not to take FTG, but to seperate FTG from Minato. As we all know, FTG is a transportation jutsu that instantly teleports the user to a marked target. Here we can see Minato instantly teleporting with FTG which is undeniably faster than Madara.
Now its up Minato's speed and reflexes to deliver an attack, which he clearly wasn't fast enough to.
One of the advantages of FTG is the ability to teleport behind, above, etc an opponent which can give Minato the reaction time to land an attack. Had Minato teleported above Madara or behind him, there is a possibility Madara would not have reacted in time. This being said, with no advantages and straight up raw reaction time, Madara out sped Minato.
To the people who say Sasuke is faster than Minato, it has notbeen confirmed if his movements are instant, but they are fast enough to land attacks on Madara. You could argue that Madara stated he wasn't moving, but he could just be referring to Sasukes new Rinnegan.
This is not to say Sasuke's raw speed is not on par with Minato, but until Kishimoto confirms Sasukes movements are instant, FTG > Ridduko Rinnegan.
