The problem has and always will be Bob Arum
Since Floyd left his promotion company and became WILDLY successful by starting his own, Bob and Floyd's relationship has been sour to say the least

Ignoring the hype and farcical and obviously hyped up ''arguments'' and ''requests'', [Which were all cleverly orchestrated mechanisms to throw the money into the potential fight into the stratosphere], this fight would have never happened regardless, as long as Bob Arum was Manny Pacquiao's promoter
Please once again note, this is a personal vendetta between floyd and Bob and not Floyd and Manny.
Initially the purse for the fight was going to be split in Floyds favour [ e.g. 60-40], however Manny's CAMP, wanted the purse to be split 50/50.
Manny is a popular fighter and would have come off of three astounding wins generating a fair amount of hype, however that being said NO ONE and i mean NO BOXER brings the revenue like Floyd Mayweather.
The persona of 'Money Mayweather', always raises RIDICULOUS box office levels, and thats because he is such an acute business man. He has designed and forced the public , to either love or hate him, those who love him tune in to support, those who hate tune in to hope he loses.
Mayweather and his camp clearly saw this as an insult as he was the undefeated champ, the higher box office earner and despite acknowledging Manny Pacquiao, he felt this was a clear challenge of Bob Arum.
Hence the dance started between the camps. [i won't insult anyone's intelligence but Bob Arum's comments about Manny Fighting Floyd last year up to this year is an insult to Manny]
Now let us look at at a technical view
Manny's power is above Floyd, and is a far more aggressive fighter
As for Mayweather , Floyd is unmatched as a counter fighter
Manny despite being an aggressive fighter, is literally tailor made for someone like floyd
I only point to Juan Marquez, [a counter fighter], who beat Manny and lost controversially in the last bout, but was still widely credited by fans as the true victor.
Floyd systematically destroyed Juan Marquez, which is his signature, he is not a KO fighter at all.
The majority of boxers and experts alike also rule in the hypothetical situation that if they ever did fight, Floyd's unique style of boxing would just stifle Manny, despite Floyd's age, [floyd being older than Manny]
