Gigantic eagles flying into Mordor are kind of hard to miss and Sauron was searching the skies as well. The Nazguls on their flying things would've got them and the enemy would have the rings they were carrying. They were able to fly in after the ring was destroyed because Sauron's control over his armies was gone. Also, the eagles flew in to return a favor to Gandalf for something he did for them, he didn't have control over them. The leader of the eagles wouldn't have willingly sent friends of his on such a deadly mission. The Nazguls emanate fear so even if the eagles could outfly them, the fear would've got them.

Eagles are too smart.
