Flame cloak

Is naruto's km1 and bm1 cloak thing can it burn skin I mean the nine tail cloaked burnt sakura so why cant this and if so does that mean taijutsu is ineffective against Naruto?

However since he has full control over it I think he can make it so it does not burn you too
