It sure looks that way. Although the giant slug did seem to hint at the possibility of Tsunade surviving, but I think that's not meant to be, sadly.

If the other Kage die as well, I'll be very surprised...I'm still surprised we missed HOW they went down honestly...my bet is on that creepy wood jutsu Obito used.

Well.... Tsunade's body is kind of in half..... thats what the giant slug implyed anyways. Mostly she will help revive the kages, but die her self, then maybe, since she is dead, and naruto defeats madura and obito, he will become a young hokage like garra. Anyways, tsunade will be missed.
