Well to be the devil's advocate I will say the Kage.
Basically it comes down to Raikage, Oonoiki, and Gaara vs Itachi. Mei and Tsunade vs Minato
Mei and Tsunade vs Minato
First off, Tsunade possesses an ability that directly counters FTG. This is the Byakugou. FTG heavily relies on swift strikes that slay an opponent in an instant; however, against Tsunade this isn't an option. Tsunade is also able to tank Rasengan and as such, the only attacks we have seen from Minato are ineffective. If she is able to so much as grab whole of him, or his stab into her gets him stuck, he's done. As a medic she can heal others and amplify their chakra. Finally, the Byakugou would offer Tsunade temporary life extention were Amaterasu used on her.
Next up is Mei. In terms of tanking attacks...obviously Mei can do no such thing. Instead, she has her boil release and her lava style. By staying within her boil release, the Kunai that belong to Minato are unable to reach her....even if they are, it would bring Minato's death if he teleportation into it as it is enough to melt Susanoo's bones. In addition she could alternatively imploy Lava Style as a means to take out FTG Kunai from the safety of her boil release mist. Finally, this mist may be dense enough to provide protection from Amaterasu were it aimed her way.
Conclusion: basically Mei works defense for herself and targets the FTG Kunai while Tsunade attempts to catch a hold of Minato. Eventually, the kunai will be destroyed or he will eventually fall into Tsunade's grasp. So long as Mei keeps up her boil release defense she is safe from Minato
Gaara, Oonoiki, and A vs Itachi
The first problem for Itachi is endurance......poor stamina and poor chakra place him st odds against these Kage.
After that comes more problems. A is far faster than Itachi. Sasuke had to rely on Susanoo even against V.1 Raikage let alone V.2. This means Itachi will not be able to Target him with Amaterasu. In addition, Oonoiki, Gaara, and A have the defense of Gaara's sand (which has been seen blocking Amaterasu).
Ultimately this results in Itachi resorting to Susanoo (having to dodge Gaara's sand, A's speed, and then Jinton doesn't give an opening for Tsukoyomi). Once he is in Susanoo, Itachi is in a race against time. He doesn't have the stamina and chakra to hold it for extended durations like his Edo Tensei form.
Here is where things fall apart. Firstly we do not know the penetrative force of the totsuka blade, and we cannot assume it just tanks through anything. As a result, Gaara's defense plus the Oonoiki's Rock Golem will provide essential defense. A third option is simply using A's speed to dodge.
If Gaara can use his sand to throw out Itachi....that is already a problem. However, a better plan is to hold Itachi in one place with the sand. If his susanoo is trapped, simple Jinton can finish him. Now, The counter to this is the Yata mirror...if it truly blocks any attack, then throwing Itachi out of the Susanoo is better. Still...all they have to do is jeep him stuck until his chakra depletes.
Conclusion: with the trapping, speed, and defensive capabilities of the three. Itachi's stamina is incapable of holding up.
Mei and Tsunade have defensive set UPS or ability counters that stack up well against Minato. Oonoiki, A, and Gaara have a combination of trapping, speed, defense, and even offense with Jinton to outlast Itachi's endurance if they do not outright kill him.
Still the intelligence of Minato and Itachi obviously makes this a far more difficult match than it would appear.
