Fishnet ninja outfits

I was wondering... do some characters wear anything underneath those fishnets? I mean Anko for example doesn't seem to have anything underneath and even.. yeas a nipple can be seen in anime when they run into Orochimaru's hideout. Many characters wear that so I wanna ask, do they just wear it as underwear or something (female characters)

its like a lightwieght cover, like how they wear sandals instead of shoes , its not for protection or fashion its just so there not naked but there still light wieght and flexible

lightweight and flexible but... made of strings that are in some distance from each other therefore really not being much of a cover... ;P
