Give reparations to the Uchiha clan so they forgive Konoha for the whole affair (so long as it's nothing unreasonable), treat them as humans should be treated, include them in village affairs. Basically, try to loosen up the political climate that Tobirama fostered with them.

Also, with the black people comments, it's actually pretty parallel. A lot of the people who would just "kill" the Uchiha's and are honest about it have no qualms about killing minorities. However, race issues are definitely more thought of by Americans because skin color is a more tangible concept. We gotta remember that this site is international and a lot of foreigners get along better with black folks than Americans do.
