This is not just any Goku this is not Base Goku, Goku SSJ1, Goku SSJ2, Goku SSJ3, or Goku SSG this was Goku SSGSS the strongest form.

it was a random fodder laser blaster. like it was one frieza's grunts have, weaker than the ginyu's.

Honestly though this scene is a MAJOR inconsistency in DBZ, all it took was people to let their guard down (Hell in this scene goku had his god aura on) then no villain would be a major threat, Hell a android would defeat every off guard opponent because they can't be sensed.
