Size is relevant but when defending against something remember, as long as the water in this case covers the dimensions of your body and is of a correct rank it will defend you.
As for wind, it would need to be very high ranked, since Wind is weak to Fire.

Describe how to do it: The user will perform the tiger hand seal while gathering his katon chakra. Once ready, the user will release a stream of fire and manipulate it into several forms in which the user can either direct it to travel by running on the ground or a fire ring that runs through the air.
How many hand seals does it have: One, Tiger hand seal.
Advantages: One advantage of this technique is that it only requires one hand seal, so the technique can be performed quick. The technique is capable of either traveling on the ground or through the air, which also can make it an advantage against opponents who may use a justu to boost themselves into the air. The technique can also reach mid-range and could trap an opponent.
Disadvantages: Only one I can think of is that a greater wind technique is capable of pushing the flames back before the technique hits or traps the opponent.
Combos and possible uses: When using this technique, I could follow up with a wind technique that will push the fire. Some wind techniques such as divine wind, can turn this technique into a tornado of flames. Some other techniques such as the wind technique, “godly wind from the mountains” are capable of turning this technique into a massive inferno.
How to defend against it: Since the technique is so diverse, defending can be difficult. I would say the best defense would probably be a strong enough (A-S) wind attack that is capable of blowing the flames back.A water technique to put out the initial ring, such as water shock wave or water bullet(?) may be capable of putting out the fire. Any water technique that covers a wide mass should really do the trick.

Yeah one thing to note you can hit the fire with a water technique before the ring forms, it only forms upon reaching your short range, so you have ample time to nip it in the bud.

Advantages: For one, the technique can be done from mid-range. Multiple enemies could be used to conduct the flames, allowing a few people to feel the wrath of the technique.
Disadvantages: Requires a cord or a long object for the technique to work. An opponent who has witnessed the technique before will probably know what the user is planning to do, thus allowing them to easily counter once they see the hand seals and a cord.
Combos and possible uses: If using a metal cord, using a lightning technique through the cord is capable of paralyzing the opponent and then following up with this technique, leaving him helpless to counter.
How to defend against it: Cutting the cord or object with a sharp weapon or using an elemental technique that forms into a sword like the water technique, sword of draining. If there is a water source around, the water tornado technique could be used to cover the body before the fire makes its way towards the victim to block the incoming attack.

Reading the description of the technique, I'm guessing that the way it was used in the anime is not allowed. Am I right?
The way it was used in the anime if you refer to the Sasuke vs Orochimaru fight, can be used but it's unreasonable to attempt it, most people would likely metagame to prevent you tying them up unfortunately.

Advantages: Because the technique only requires one hand seal, it can be performed quickly at either a short or mid range. Since flames are breathed out, I assume that the user can turn their head to redirect the attack. The technique can also be used in conjunction with other techniques or maybe used too light flame to a thrown kunai or shuriken.
Disadvantages: Because the technique is breathed out, many blind spots are open for a user who may be able to quickly get towards the sides or behind his opponent. A lower ranked fire technique can easily be countered by anyone with some water jutsu training since the technique is not that versatile.
Combos and possible uses: As defined in the technique description, this technique can be used in conjunction with earth dragon bullet technique. Using a gust of wind after using this technique can boost the speed of this attack and cause more damage if both this technique and the wind technique connect. If an opponent is making a dash towards the user, they could quickly use this technique to stop them in their tracks.
How to defend against it: Releasing a water technique in the form of a stream can provide to be a good way to counter. Using a water technique or stronger earth technique capable of creating a wall in front of the defender may prove to be a good way to counter as well.

For the most part, however, this technique is used as a distraction.
This next one and it's enhanced version are visually some of the most enjoyable techniques i have seen personally in the manga and anime, very cool technique.

Because there are a few fireballs, the technique can easily be used as a distraction too while the user prepares to launch another technique, especially with the use of shurikens added to the mix.
Disadvantages: The technique can only be performed from a short range, with the need to perform six hand seals an opponent might be able to predict what you’re planning or quickly send a technique to counter. Combos and possible uses: As stated in the technique description, using this technique with shurikens or other ninja tools is a possible combination. Since it can be used as a distraction, following up with a technique that requires less hand seals could prove to be dangerous for an opponent. Possibly using a earth dragon bullet, fire dragon bullet, and this technique could prove to be devastating as well.
How to defend against it: Quickly sending a water technique at the fireballs before they spread could be a way to counter. Using the technique Water Heavens Convergence to put up a wall of water will also protect the intended target.

Disadvantages: The flames aren’t so huge, so countering this technique will not be difficult at all. Low damage rate for a technique that can be performed quickly.
Combos and possible uses: Since the flames wrap around the target, if the opponent cannot manage to counter, they will be somewhat blind (by the flames) to the user which gives them a chance to send in another technique to add more damage while the opponent is already being burned. Using a wind technique in conjuction with this technique will add the speed to the flames, making it harder to counter. Using the water technique “Black clouds” to cover your opponent in flammable oil then using this technique will intensify the flames. After performing this technique, using the rock prison pillar earth technique could possibly trap the opponent in a prison of flames.

The technique consist of a series of small fire shots, so the target will have to defend carefully.
Disadvantages: The technique can only be performed in a short range, so if the user jumps too high or over their opponent, creating too much distance, the technique would be pointless. Because it can only be done in mid air, the opponent will have time to maneuver around during the midst of the users jump/leap into the air.
Combos and possible uses: Using the eath technique, earth flow river to throw your opponent off balance will give the user the perfect chance to jump into the air to perform the technique. Possibly blinding the opponent with a technique such as earth release mud shot, will also give the user a perfect chance to perform this technique. A wind technique that consist of a gust of wind can speed up the already fast technique, to give the target less time to react.
How to defend against it: Sending a water technique directed toward the user the moment the flames are release will quickly defeat the purpose of the technique. Using a water technique capable of forming a wall in front of the you will always counter the fire. Jumping into the air the same time the target is in the air and using the wind stream technique to push yourself back will create distance, making the technique pointless.

They then channel this gathered chakra towards their mouth in which they open a blow out a small, bright ball of flame that will burn the opponent on impact.
How many hand seals does it have: None
Advantages: The technique can be done at any range and doesn’t require any hand seals which makes it perfect for any situation at any distance. The technique releases a bright fireball which can blind the opponent before he even realizes it’s a fire ball if done at appropriate range. Because the technique is shot from the users mouth, he can turn his head towards the opponent to quickly use the technique.
Disadvantages: Because it’s released from the mouth, it serves no purpose if an opponent is attacking from behind and the user can’t turn around quick enough. Other then that, there's not much I can think of besides it can be countered rather easy if an opponent is quick to react.
Combos and possible uses: Because the bright technique can temporarily blind the opponent, any follow up technique would be a good combination. Using a gust of wind after this technique will make it appear as there’s just one bright ball of light rushing towards him before he could realize it’s actually a fireball.
How to defend against it: As always with fire techniques, a d/c rank water technique will do. An example would be the water technique water bullet, which can also be performed at any range and can extinguish the flames. If the user is not affected by the light emitted from the flame, They could call forth a wall of water to block the incoming attack or use a earth technique capable of boosting them in the air once the user releases the fire.
