Ok So I've Got A Question, Can You Have Fire Release If You Don't Have A Fire Element ????

Obviously not as fire release is just another name for the fire element. You need to be taught the fire element to learn and use fire jutsu's.

No, Katon is an element you need to be train at.
If you are referring to a specific Katon/Fire Jutsu you still need to get trained at it before using it.
