I agree that on an elemental basis, Fire > wind
But a little fire can be blown off by huge amount of wind. Huge amount of wind can take away fire with its flow.

Also your statement fireball jutsu > any rasengan variation is partially wrong.
Naruto's got wind element and hence he created the rasengan variation, "Rasen-Shuriken"
But if any other element is used instead of wind in the rasengan variation, the statement holds no importance.

Konohamaru can use rasengan but he got the chance to add fire-element to the rasengan. Here, you cannot say fireball jutsu > any rasengan variation
Also we have seen how water element can be added to the little wind added Rasenshuriken.

Apparently. All any Fire user has to do is put out enough Chakra that is not completely overpowered by FRS. The rest will be accomplished by the Elements power advantage. If anyone here believes that Madara's Katon Destruction and Annihilation are getting overpowered by FRS, then they are smoking some serious shit.

Also, Kirin should be out of the question as it's natural lightening. What nonsense. FRS is Ninjutsu, Kirin itself isn't.

I'm pretty sure that the only fire that can put out FRS is Enton. Fire Style Techs will have to be much higher level than FRS for it to be consumed. The Chakra output of FRS is quite large; an incidcator is that upon impact, it expanded into an enormous explosion.
