Not really. DB explains that in order to have ST one must master all elements. So him using it when he was young is a hole in the manga's logic and everyone else not using it is plot. We have never really seen anyone display unique abilities from an implanted eye, so claiming that Nagato is special is baseless. :|

And in this manga fight are directed to further plot rather than show characters' full abilities sadly

It's not baseless really when what he's stating is evidently canon. All the Rinnegan users mastered the five basic elements.
But Nagato is the sole user of shrina tensei and died being the only person to use it.
