As the description describes the shark is needed to jump up before shooting toward the opponent, this itself reason that a water source is needed as it cannot be created purely from the user, the user would need to pass chakra into the water source, manipulating the water to form a shark & then controlling its movements to jump out of the water & travel toward the opponent.

If an existing water source does not exist, then performing certain water jutsu that do not require a source would be the next best option, as the water from the previous jutsu could be used to form the shark itself.

Most Water Jutsu require a vast amount of water to create the desired form, seeing as the user can only contain a certain amount of water within their body, a outside source is needed to create the completed form. Small enough water Jutsu can be used with the containing water inside the user's body, but too much can lead to the user depleted on energy & often causes them to faint if over used.

(Suiton: Hahonryuu) - Water Style: Destruction Torrent

Description: After performing a long series of hand seals Ox → Monkey → Hare → Rat → Boar → Bird → Ox → Horse → Bird → Rat → Tiger → Dog → Tiger → Snake → Ox → Ram → Snake → Boar → Ram → Rat → Yang Water → Monkey → Bird → Dragon → Bird → Ox → Horse → Ram → Tiger → Snake → Rat → Monkey → Hare → Boar → Dragon → Ram → Rat → Ox → Monkey → Bird → Yang Water → Rat → Boar → Bird the user then shapes a large amount of water into a giant, powerful dragon, which hits the opponent with formidable might, dealing physical damage. The ideal place to use it is near a body of water, but if the user's skill allows it, it is possible to use it even in a place where there is none. The amount of water used will be in proportion with the user's skill. Tobirama was able to use this technique with a single hand seal showing testiment to his skill in water ninjutsu.

This comes from you and it's like a rope. You can tie an opponent up if you wish.​

Now with these explain how you would use it and how to defend from each jutsu. I don't want to see, "use a fire technique"

I would use this jutsu as a cover, first performing a small scale jutsu toward the target & then creating this spiraling torrent to cover the jutsu used, free form would also be used in the sense of creating the torrent & as it travels toward the target, with the free hand I could hurl projectiles through the spiral which could also be blocked by the opponent's vision - if the torrent is being blocked by a fire jutsu, projectiles would still be able to pass through, if an earth jutsu then maybe projectiles attached with explosive tags, weakening the structure of the earth due to both water & explosion.
Defending against this jutsu would require a large scale jutsu, due to the torrent moving in a spiraling motion. A wall of some sort would be the best idea if a rushed to defend against the water, projectiles could also be thrown through the gap between the torrent before defending against it.

(Suiton: Suiryuudan no Jutsu) - Water Style: Water Dragon Bullet Technique
As a basic strike out attack, the best time to use this would be at long range being able to take advantage of any spare time possible, once created it can be best used to simply attack the opponent head on which as said could cause major damage, or even have it attack from above by arching over as it travels. If holding a handseal is unnecessary after it is made then creating a distraction from underneath would aid in creating a successful opening for the dragon to collide. The safest way to avoid getting hit by this jutsu would be to avoid it rather than defend against it, the momentum & scale of the jutsu could easily break through most defensive structures within reason (Rank), using a hiding like a mole technique would be a good choice.

(Suiton: Suiryūben) - Water Style: Water Dragon Whip
Due to speed of the jutsu & the ability to maneuver the whip around, I would best use this having the whips arch around toward the opponent giving them less chance to defend or counter, if able to I would control a certain amount of whips to attack the opponent first & if they attempt to avoid the the whips I would send the remaining whips toward the target giving them a lesser chance to avoid. A wide scale Wind jutsu would be preferred in this situation, being able to scatter a large (if not all) amount of whips & depending on rank, still strong enough to carry on toward the opponent.

(Suiton: Teppoudama) - Water Style: Water Bullet
Up to you if you want a big one or three small ones, but make a sphere and shoot it at the opponent through your mouth. The sphere rotates and adds velocity. Handseals needed​

(Suiton: Mizu Kamikiri) - Water Release: Rising Water Slicer
Again a single hand seal and release a jet of water that is fast paced that travels from the ground to the opponent.​

(Suiton: Ja No Kuchi) - Water Release: Water Snakes Mouth
Imagine a column, then imagine that made of water, then imagine that turns into a snake at the top of the column, then imagine that snake has his mouth open. Now imagine all that attacking head on. The snake once swollows the opponent it washes them away from the current of water once it forms a river.​

Would be great if a second handseal could be made as the sphere travels, having it split mid range.. Ooh well, I would prefer shooting it in succession, adding a bit of motion of my head sepreating the space between all three, this would have the opponent focus on each at a time hopefully distracting them from the user leaving a small opening to perform another attack. The best way I would defend against this is by creating a higher ranking earth jutsu to tear through the sphere(s) & continue toward the opponent.

(Suiton: Mizu Kamikiri) - Water Release: Rising Water Slicer
Best to be used behind a larger jutsu as a surprise attack, creating a wall in front of the opponent then continue straight after with this, leaving the opponent unaware. To defend against this, maybe create a large pit several meters in front of you, this should send the water of course.

(Suiton: Ja No Kuchi) - Water Release: Water Snakes Mouth
I would first create a large scale attack for the opponent to deal with, also enough to block their vision of me & as they deal with that I would create the column behind the opponent, trapping them between the two. Best way to defend against this - if used on a solid surface, somehow alter the terrain beneath the column, either breaking the ground apart, creating a violent earthquake or creating a pit of some sort.

Same thing as Water Shark Breakthrough, though u can make three sharks to attack your enemy.​

(Suiton: Funshutsu Mizu Kinko) - Water Release: Gushing Water Imprisonment
Popular technique because it's fast. Though some think it's isntant, which is not, it's a sphere that gets created to trap your enemy and drown them in the process.​

(Suiton: Mizurappa) - Water Release: Water Horn
Handseas needed and again like most that don't require a water sources, comes from the mouth.​

Best used while opponent is in mid air closing the gap between the two of you, leaves them vulnerable & less to defend with, but would only be affecting will standing upon water, also could be effective while riding a large wave, performing this to reveal through the wave would leave the opponent confused & stuck between defending against both. Being a short range, requiring a water source, this jutsu would most likely be performed on a watered surface, so the best defense would be the user's wind jutsu, to dispel the water sharks.

(Suiton: Funshutsu Mizu Kinko) - Water Release: Gushing Water Imprisonment
Best to be used while an opponent is left paralyzed or trapped within a genjutsu, leaves for a better chance of them not noticing the jutsu being used rendering them unable to perform a counter or form of defense. to defend against this - If I manage to notice the water rise within a reasonable time, I would create a pillar from the ground to push me into mid air avoiding the sphere, if used while on water I would use a wind jutsu beneath me to spread the water out away from me.

(Suiton: Mizurappa) - Water Release: Water Horn
Covers a wide area nearing contact, so good to use while in mid air, a good way to create a water source for further water jutsu. Best way to counter this is by creating a lightning jutsu to rapidly travel around the water, shocking the opponent cancelling out the jutsu, if used in close range, simply creating a large wall or dome should suffice depending on rank

I could also use a wind jutsu, such as wind sickle armor, to forcefully spread the water out. I had saw somewhere that a wind jutsu that forms a crescent blade could slice through the water too.

wind sickle armor i believe is only used by temari...

Think of a creative way... [we are not moving past this until you do so]

Using this jutsu below to push the surrounding water away while still being able to stop any incoming projectiles or taijutsu attacks. Not 100% sure on this but small scale incoming fire jutsu may also be at a disadvantage due to the surrounding water used by the opponent previously still surrounding the user for a short period of time before spreading out to much.

Description: This technique utilizes wind chakra into the users sword and then they release a vortex of wind that surrounds the users body and can push away materials covering the users body.

Using the below jutsu to ride out of the sphere & still continuing toward the opponent, with the added effect of the jutsu also holding the opponent in place. Killing 3 birds with 1 stone o_O, avoiding the sphere, moving in on an attack toward the opponent & holding them in place.

(Doton: Doryūha) - Earth Release: Earth Flow Wave

say i used water gushing on you then you use this (Fūton: Kujaku Senpūjin) - Wind Release: Peacock Whirlwind Formation but i followed up with a fire techniuqe???

If it was at an appropriate size, I would say the existing water being spread out by my wind armor would be enough to cover over the fire, extinguishing the flames.

Then could I form my own water jutsu against the fire, using any preexisting water left from the ground? or would there not be enough?

it really would depend on the jutsu of yours and how it works.

Description: The user will slam their hands against then ground allowing him/her to summon a massive amount of water from the sky, crushing it into the opponent. If needed, the user can cancel the technique in an instant.
Note: The water needs to be summoned at least 10 meters above the opponent to have any real effect.

This used to be called storm upheaval xd. create water from the air and drop it down to the opponent. The palce where you form is is up to you. Only effective after 10m above the opponent.

Description: The user performs the snake hand seal and creates a large volume of water from their mouth spilling it toward the ground and lifting them up into the air. The user can also ride the wave, allowing him to travel at high speeds and attacking the enemy. The user can create a small ocean worth of water even in barren conditions and can use the water for additional techniques.

Create the hand seal and make a big volume of water coming from the mouth and towrads the ground. It will lift you up in the air. You can ride it if you wish to attack with the water.
