I think thats a more generic Sunagakure shinobi, as Hiruzen's headpiece has several horizontal lines, three in total I think. Also, Hiruzen's headpiece features a longer line of cloth if I remember correctly.

Would have been nice with a partially destroyed notable shinobi in a background of the ultimate badass combatant of the series though.
