You're forgetting Obito could just grab Perfect Susan'o's torso and drop it down with Juubi Chakra, deactivating it.

perfect susanoo is madara's susanoo shown durring his battle against the 5 kages.
the strongest susanoo is shown durring the battle between madara and hashirama. The 9tails with susanoo as armor.
guess this one isnt stronger, but its directly controlled by naruto and sasuke. So I think its better.
