They are trying to solve the problem that is this guy , without killing him if possible.

They did a great job until Sakura came , they understood some of the powers of the guy , they understood his goal and that he hates humanity in this system , they protected the children , all that with very little damages that are healed in seconds.

Sakura has been kidnapped , knows nothing , and is the dangerous guy's slave in the dangerous lab...

One thing that erks me about Naruto is that all of the villians are never truly defeated at least the main ones. Madara, Kaguya, Tobi/Obito. None were truly killed of by Naruto or Sasuke. Seems like Kishimoto loves to play the talknojutsu and if that doesnt work he just has them lose in a pathetic way.
