Because the fillers in anime prior were not approved by Kishi to fill in gaps. Nothing was ever based on a novel included in the story line until now. The movies like Boruto and The Last are considered canon over RtN because the latter doesn't fit in the original storyline at all, thus feats cannot be cited from it and the purpose of it was more a fan-service than anything else. Nothing in RtN actually happened, it was just an alternate reality movie, a "what-if" scenario Kishimoto helped implement.

That's not a good definition of what canon is. Something by him/approved by him/ or stated to add to his story is what "canon" is.
