ik was rewatching oro vs hiruzen and saw that the fourth hokage coffin came up. we all discussed this. we think that it's because the fourth hokage was sealed away he couldn't be brought back, but i saw hiruzen say that he stopped it. So i think orochimaru has a way to get people who are sealed away back, but can't do this due to his common state. thats why he and sasuke are leaving and going to the hide-out where the body's are. oro then learns sasuke how to get souls back with the seal, but i think oro will use that mind control thing on the souls and then attack sasuke. so sasuke is going to speak to all the previous hokages. so the scroll lets you bring back people who are sealed away.

I don't want to see Hiruzen or Minato to be honest. Hiruzen got a lot of screen time & Minato being there again, after he said what he said to Naruto, would be a waste. I wanna see Hashirama & Tobirama. We only know so much about them.
