Untrue, there were plenty of Uchiha fighting in Hashirama's flashback.They just don't hold a candle to the ones who aren't the typical Uchiha.

Byakugan does affect chakra control. As you said the insight it gives into the body and chakra of oneself allows easier than normal control of all chakra points, the reason of which Neji was able to use Deviation "emitting chakra from his body" Normal folks cant do that.
