PLEASE READ FIRST BEFORE POSTING
1.As stated by the wiki ''It has been noted a few times that the Rasengan is superior to its counterpart, the Chidori, by Jiraiya, Kakashi Hatake, and even Sasuke Uchiha after seeing the after effects of the Rasengan on a water tower ''
2.When Naruto wanted to learn Chidori Jiraiya told him that he would teach him a more powerful technique than Chidori i.e The Rasengan.Jiraiya's word accounts for a lot.
3.The Chidori can used only a limited no of times due to excess chakra consumption and has a time limit associated with it.The Rasengan can be use any no of times and becomes self sustaining i.e has no time limit associated with it.Also Chidori requires forming of Handseals while the Rasengan does not.
4.It most be noted that the Rasengan is an incomplete technique whereas the Chidori is a complete one.
5.Nobody without the Sharingan can use the Chidori effectively since it has a major drawback associated with it.The speed at which the attack must be done, combined with the fact that the user must run in a straight line, causes a tunnel vision-like effect for the user. This allows the enemy to easily counter the attack, making it a potentially lethal move for the user.
Therefore the Rasengan is powerful than the Chidori.
However, Chidori and Rasengan will always end up in a stalemate that can be attributed to the fact that the Rasengan does not have Nature manipulation and Chidori does.
P.S.Arguments that the Chidori is an concentrated attack while the Rasengan is not are not valid since both a concentrated attacks.In the wikia it has been clearly stated that 'The compacted nature and moving speed of the chakra allows the Rasengan to grind into whatever it comes in contact with to inflict major damage.''Hence both are concentrated attacks, the only difference being that Chidori is piercing while Rasengan is grinding in nature.
