In a way I think Akainu or BlackBeard could be the final villain
Or maybe the whole World Government could be the final villains

Buggy is the solo king, he can't be final villain because that means he will lose, Luffy is final villain and solo king Buggy gets the one piece, just as Aizen planned.

but as the story goes on and more enemies are developed my preferences will also change

I have two picks.

1. BB, since he is evil version of Luffy, the thing he lacks is that he didn't kill anyone close to Luffy. But I think that he in the future could kill Shanks and that will be enough..

2. Akainu, since he is leader of Marines and the guy who killed Ace.
