NOTE PEOPLE WITH FEATS NO INDRA NO ASHURA NO HAGOROMO
1. Naruto (current)
2. Sasuke (would be even with naruto but hes got no arm)
3. Double Rinnegan Madra Jin. (Limbo was a joke, Madaras power levels were through the roof but it seems he got carried away with the Juubi's power, he was able to solo the Shinobi alliance without using Rinnegan Imagine if he stuck with taijutsu while using the Juubi's power)
4. Kaguya (Because shes all immortal and all)
5. Gai/Itachi/Minato/Hiruzen (Now im rating this list on who would be more likely to win in combat these 4 are tied because the jutsu they use have very high risk. Now pulling off a suicide jutsu is a WIN in my book. Itachi's is a little different because it only cost him an eye,these suicide techniques would be very hard just to pull of and thats what makes these guys top 10)
6. DSM Kakashi (Lets be honest DSM would take too much out of kakashi so he would run out of stamina very quickly, but being able to throw a shuriken that can suck you and tear you apart into the kamui dimension seems very over powered)
7. Tobidara/Juubito (In my opinion Juubito is very overrated, The double rinnegan makes a juubi jinchuriki THAT much more powerful, The juubi's tough skin provides a defense in the same value as being intangible, besides being hit with senjutsu which plenty of top 10 people can use.
8. Hashirama (Nothing too special just the chakra absorbing wood and very high scale Jutsu's The myougymnon he through ontop of juubito was insane!)
9. Kabuto (I think hes very underrated, but whats most disapointing to me is that kabuto and orochimaru were able to dig up all this stuff for research and yet they still could not get a shred of uchiha DNA, kabuto could be the equivalent of the juubi because he has soo many kekkei genkais from his studies, or even kaguya)
10. orochimaru (sadly orochimaru is too much of a hag to be as good as kabuto)
