I did some re working of the theory.
There are lots of patterns that dictate the strawhats and who will and will not join.
We have 2 people promised a spot as a crew members if they get the chance. And one named devil fruit that should be in the Straw hats based on the second pattern. And we also need a coward. And we need a woman.
So with this we have a total of three candidates.

First let me offset the notion vivi wont join.
Momonosuke
The only person Missing Would be the Third from the Grand line. They must fight luffy. Have No DF. Be introduced as a bad guy but secretly be protecting their town from harm. They must already have a pirate crew to start with. And frankly your guess on who that is. Would be as good as mine.

In each of the seas Luffy gets two very powerful crew members that are male one female crew member and one cowardly crew member. - The Crew Number Pattern
The Crew members are each given a chapter.
Zoro's chapter is "The First Person"
Nami's chapter is "The Second Person"
Ect.
But the pattern is that the woman crew member and the person that joins Subsequently with them does not get a chapter named after them immediately upon joining.
Ergo Nami's chapter "The Second Person" Comes after the defeat of arlong almost 30 chapters later.
And Similarly Usopp's chapter "The Third and The Seventh" Comes in the same time Franky joined.
And the pattern follows Robin and chopper as well who haven't been given number chapters either.
Robin who would be the sixth and Chopper who would be the fifth - The Personality Traits Pattern
If We divide the straw hats by what sea they are from we get two lists

The pattern being the way we first learn about these characters
- The Firsts - Talked about being a monster before we met them. Were off in a secluded location. Refused Luffy's offer till a fight broke out. Both scared the people near them.
- The Seconds - Both Women that started off antagonistic towards the main character. They later on both tried to pretend they were just using the straw hats but wanted to protect them.
- The Third - Both Already had a family and a crew. Both fought luffy at one point. Both had to leave something behind to join the crew. Both were secretly protecting their hometown from the shadows.
- The Fourth - Both are obsessed with women. Both wanted to go with luffy but they couldn't being bound to their location. Both dress formally when we first meet them. Both are found on an artificial Island.
- The Fighting Style pattern
Again this one being pretty straight forward.
Every straw hat has a counter part that fights the way they do.
- Luffy and Robin - Both devil fruit users that use "hana to hand" combat. Pun intended.
- Zoro and Brook - Both Swords man That were feared before they Became a Strawhat. The First being a Famous Pirate hunter. And the other being A wanted pirate. Furthure more They both use ghostly powers. Zoro Using fear to intimidate his foes and Brooks devil fruit.
- Nami and Usopp - Both relie on their weapons to fight. They both use natural forces to attack their oppenents. They both are good against flying enemies and running enemies.
- However three arent match up at all. Franky being a Fighter that uses hidden weapons on his body. Sanji is a brawler that uses fire to enhance his kicks. A dedicated martial artist and follows a strict code. (Mostly just not hitting girls). Chopper is a zoan that fights using transformations. He is small and decivingly strong for his adorable frame.

- He fits all the patterns. We found him first in a jail where Iva mentioned his savagery and Advised Luffy to not let him out.
- This fills the pattern of the way we met the first of each sea. A Secluded location and being feared. He would be Sanji's fighting style counter part. He is a dedicated martial artist even pointing out that hody's quick power was just a lie. He even further offsets Black leg by using water to enhance his attacks. He is a quick swimmer again similar to Sanji's fighting ability.
- He has expressed his dreams to bring Fishmen and Humans together.
- He was offered a position and said he would join but wasn't numbered. He is a very capable helmsman Show in the Impel down arc a position that the straw hats have yet to have filled.
Vivi
First let me offset the notion vivi wont join.
- First let me say that it is quite possible that Alabasta is repaired.
The speed that makes all other countries watch in awe with a two year time span is more than enough time to arguably repair the damages from alabasta. (and that sandy four swords crocodile.)You must be registered for see images
Plus even more so if you watch the cover spread you would have found numerous instances of vivi relaxing. You really think she would have been relaxing if the country was still in shams. - Second let me point out the attitude that the straw hats had at the end of the arc they were all crying. Even that dirt bag Four swords zoro thought about kidnapping her. And the straw hats tend not to make mistakes twice.

This is probably more than enough evidence to solidify a theory. Just a theory but a somewhat sound one. The mugiwaras tend to keep promises. But since vivi has gone to every Reviere since she was a child. And in OPV it is 1524, the year of another Reverie, she will be in the new world some time this year. And the straw hats tend to hear about holy lands of the marines, and luffy and co tend to go break them to smitherines. I.E. Ennies Lobby, Marine Ford, Impel Down, And the marine HQ where the Reviere takes place. Which leads me to my conclusion. That she is not only Attending the Reverie but is in the New world.
- Her Being the Second fits all the patterns. First she is a female. Second She was caught trying to manipulate the straw hats. Orginnaly was a antagonist. (miss valintine.)
- Her fighting style offsets Franky's. She has hidden weapons on her body and her erratic movements are unique to her the same way Franky tenkai is franky's alone.
- She hasnt Expressed a Dream yet Which Is a strike against her.
- She has No DF so fits the number scheme.

- He fits the patterns of being the Fourth. He is male. He dresses formally. He is a pervert. He was even Found on an artificial Island just like sanji and brook. He wanted to go up with luffy but due to his code of samuria he refused to go Simply not being allowed to ask for help.
- The Name of an Artificial Devil Fruit Is smile. His devil fruit is smile and the sound effect for Smiling Is Niko. Ni being 2 and Ko being 9 He fits the DF wordplay pattern.
- He is choppers counter part in fights. Using transformations and a deceptively strong Fighting Style. More on that later.
- His Dream is to become the Shogun Of Wano.
- His Father and him are almost identical and interchangable in this set of patterns except for the Fighting style pattern and having an Expressed dream which put momo over top of Kinemon for Joining the straw hats.
His artificial Zoan Resembles and Eastern Dragon

Now assuming that he is a Eastern Dragon From Japan, we need to ask which color he is cause each one was different.
He would most likely be a Red dragon. (He's pink)
