Madara is undoubtedly the master of Ninjutsu, i think on a jutsu vs jutsu fight against Madara you will always loose. He has the Original Rinnnegan and over a 100 year of knowledge and Jutsu gathered. Plus he is juubi jinchuuriki, this combination is litteraly unstoppable.
But what Kishi is doing is borrowing a bit from Star Wars here. Ninjutsu is "The dark side" and Ninshuu is "the good side"
The theory goes like this: Hagoromos brother wanted to promote the use of Ninjutsu, in fact, he was the creator og Ninjutsu (with part of the ten tails power inside him he used Creation of all things to create Ninjutsu).
While Hagoromo used creation of all things to create the opposite, Ninshuu. Promoting peace and inner energy.
While his brother promoted power, infinite life and fighting Jutsu.
The conclusion is that Hagoromo's brother acutally won in the end, beacause this world 2000 years later is consumed with power, war and Ninjutsu. Something went wrong, and Naruto is the one who will restore peace and order with Ninshuu. He will grab this quote from Hagoromo himself "I am the one who will establish order and peace"
So in the end Naruto will fight Madara with Ninshuu (not actually fighting him, just anulling his Ninjutsu) This showing Madara that all the power in the world is useless against Ninshuu.
I believe that the ultmate Ninshuu is Creation Of All Things. He will show Madara that all the power on the world is useless agains Creation of al things, beacause it annuls all jutsu. Madara will realize that the world of Ninjutsu necessarily doesn't need IT to be saved. Remember, Madara actually agrees with Hagoromo, he has himself said that the current world of ninjutsu isn't working, thus casting IT to correct it. But i seems like Ninshuu is a way better solution. Naruto is the only one that will be able to use Ninshuu, and after defeating Madara with it he will become the new priest, traveling around the world teaching Ninshuu to all end everyone. Thus ridding the planet of power, jutsu and war.
The village system will be removed all together, no Kages and egos. No "My land", "your land". Boarders and factions. That has been the root for war from the beginning. There will be an unification of the lands. One world under Ninshuu peace. Just like the Sage wantet from the beginning.
