In terms of chakra level,yes,but with the Rinnegan, Sasuke can use and master all five basic nature elements,which means he can learn the other 3 he hasn't mastered yet - Earth,Wind,And Water,and with the Sharingan he can copy all jutsu besides KKG.Sasuke has the potential to learn nearly all jutsu.

There's no proof that Sasuke's able to use those abilities. The rinnegan's power seems to vary from person to person. Madara had limbo and Sasuke has that teleportation jutsu. It's just like MS. So there's no proof that Sasuke can use all the rinnegan abilities Nagato used, unless it's proven when he uses it, otherwise he doesn't have it for now. Senjutsu also works against someone with Rikudo power, so Naruto not having RM isn't going to make him unable to deal damage against Sasuke.

Naruto also has experience fighting rinnegan users. Do you think naruto won't have a counter for those techniques if Sasuke did have those abilities.

Yeah,Naruto went super easy on Sasuke when he had the Kyuubi gather all the NE above ground and launched a Double RS Combo at Sasuke.Naruto and the Kyuubi were just playing games,which led to the Kyuubi passing out from having helped Naruto to much.

The guy said that Naruto lost his RM, Which means he was talking about if Sasuke and Naruto fought now with their abilities in the Last. That's what I replied to, not the OP's question about their last fight.

But still, there's no proof that Sasuke even has all of the abilities Nagato has shown. Right now it's just speculation, but even if he did have it, Naruto would still be able to counter his abilities since he easily dealt with all of Pain's paths, but had a hard time against Deva Path. Later he did beat Deva path with his clones. Sasuke wouldn't be able to use all of those abilities in succession anyway since he doesn't possess massive amounts of chakra.

Like I said before in another thread, people are comparing a Sasuke which they imagine his full potential with a still war time BSM Naruto, when Naruto clearly improved a lot since he could easily use a mode technique, rasenshuriken in base mode without clones. Naruto also defeated a Rikudo Toneri with just his BSM. Don't ignore Naruto's potential and only focuson Sasuke. Even if Sasuke gained a lot more jutsu, Naruto would still outlast him with his chakra reserves and stamina.
