Yet the sales are low so how do you expect them to produce such good quality when most people like you are pirating and watching off stream for free??? They don't have enough money to make high production quality for every episodes so the studio made the best possible scenario which is obviously filler. Plus this series have Good ratings, so they obvioulsy had to continie due to the popularity

This again? "Naruto is a long running series" Everyone acts like I don't know this. This is the exact reason they can afford such things. It's like everyone can't wait for an entire season after getting their share of manga chapters instead they just gotta have it. Every week. Like seriously? You would expect something that has been around for this long and acquired a larger banking and fanbase to have better animation. To be known for something bad is one thing, but to continue to do it because the fans will accept anything is just ****ed up.
Do you not realize the massive budgeting and planning difference between a series with 25 episodes, compared to Naruto with 620+ episodes, 10+ movies, 10+ OVA's, and several games? I can explain it in more detail if you don't understand the reasoning, but the answer should be kind of obvious if you think about it.
The studio would go bankrupt in no time if they attempted to apply short-series animation standards to Naruto's countless episodes. The same goes for shows like One Piece, Pokemon, Detective Conan, and any other series with countless hundreds of episodes. It takes a lot of what they have just to keep these series constantly pumping out episodes week after week for years on end.
And today they are in a much worse position than 10 years ago, these days Naruto has lost around 50% of its viewership (at least in Japan) since part 1. The TV ratings in Japan used to range from about 6-8%, but these days it has declined to the ~3% range. Short series rely more on DVD sales, rather than other merchandise and ratings. Long series are the exact opposite, they rely more on TV ratings and merchandise to sustain them. So if they start to fall in ratings and merchandise sales, they are essentially fu(ked.

Sorry that was worded incorrectly, I fixed it. The "Uchiha Obito" DVD volumes are the ones that are coming out *before* the filer arc, not *after*.
So we only know there are 3 volumes for the Chuunin Exams, but we do not have a title for the volume that comes after the exams yet.
Well I have read a lot of things about the subject. Such as all of the job descriptions in detail for the people involved in making an episode (to list some there is the Animation Director, Storyboard Artist, Episode Director, Screen writer, Background artists, Key animators, 2nd Key animators, in-between animators, and a few more.
I also generally figured out how long it takes to produce an episode from start to finish, and how much it can cost depending on the quality. For instance the reason there is a rotation of 6-8 different animation teams working on Naruto at all times is because it usually takes 6-8 weeks to produce an episode, so they need that many teams to keep up putting out weekly episodes.
Also by looking at the credits you can see if an episode was outsourced to another studio or not, usually about half of the episodes are outsourced and half of them are done by Pierrot. Outsourced ones tend to be lower quality, because the purpose of outsourcing is usually to save time and money.
