Chidori is a very fast move but the Sharingan can block it

+ focusing chakra in your feet gives you a small speed bonus, but not that much. I don't even get why that was actually used as it doesn't make a single difference. Also a Sharingan hasn't got a single effect on that as it the Sharingan doesn't make you faster or stronger. What it can do is follow the movements of the opponent accurately. That's why a Sharingan can counter a Chidori as he can see it coming while someone with a normal eye almost not, but that doesn't make the user of the Sharingan faster -_-
