Ludger would proceed on to his next move, once he is within short-range by jumping upward and back off of the wave. Then he would make the ram hand-seal to form several small tornadoes around him. The tornadoes would mix with the water and form a large tornado of water. The tornado would lift Shikamaru and take him for a 'ride', spinning him around and possibly drowning him.

Shikamaru saw Ludger approach him, what you want stranger? Shikamaru quickly saw the stranger make a handseal so he prepared himself. All of a sudden saw a large volume of water being spitted from his mouth, Shikamaru quickly gathered a large amount of katon and makes one handseal and expelling a large stream of flames from his mouth making a narrow flame highly concentrated that evaporates the water and continues onwards towards Ludger. (The now A rank) flame continues and sets the wind ablaze and still continues towards Ludger.

Shikamaru quickly gathers ration charka inside his chest and then focuses it, he quickly send out a spear made out of lighting, towards Ludger, (if Ludger ran out the way or used taijutsu to dodge Shikamaru would manipulate the spear and cause them to split apart at his new direction).

Shikamaru then gathers fuuton charka and emits the charka at the end of his fingertips, and materialises it into an near invisible weapon at distance and creates two which also wouldn't be spotted by Ludger; Shikamaru then fires the blades at Ludger torso one aimed at his stomach and the other at his heart so he would be left badly wounded. I think you underestimate me stranger, I wouldn't do that if I was you

What?... Ludger says, as he notices Shikamaru making a hand-seal and opening his mouth. Something was coming. As soon as Shikamaru release the flames, Ludger makes a hand-seal and has the water that he was riding on to rise and lift Ludger towards his right side, pushing him away from the flames' range.

Once all of the water evaporates, Ludger lands back down on the ground, on his right knee and his left hand touching the ground as he finishes catching his breath. Noticing that Shikamaru wasn't done with him as he opens his mouth once more, it was clear that something was coming. With his hand already touching the ground and using his earth mastery, Ludger focuses his chakra to form a small pillar in front and under Shikamaru specifically under his right foot, making it erupt and have Shikamaru fall back as it thrusts upward. He did this to make Shikamaru lose his balance and alter the path of his attack. Since he would fall back based on where the pillar was positioned, his lightning would fire towards the sky.
