Few questions about base mode....

Is Kakashi in base mode with Sharingan? Cuz that's not a powerup, because he can't turn it off.

Also, what about sharingan/byakugan? Is it a powerup or not? Because it's genetic....like Naruto's high chakra (from Uzumaki clan) or Hashirama's wood?
Because if we allow naruto and Hashirama to have those two things in base, shouldn't Sasuke get sharingan and Neji get byakugan in base?

Please clarify for me.

Sharingan can be considered a power up, while natural immense chakra is just what you have. Wood Release is a technique so it is base technically. You'll find there is much disagreement on this, just like everything else.

Nope, Sharingan And Byakugan count as Power-ups since they're not constantly ACTIVATED, not like Naruto's Chakra. But I agree with hashirama.
