Feudallords, what role do they play?

The war goes on and all ninjas of the world are trying to extinguish Madaras plant and dead army. And of these ninjas the strongest are supposed to be the kages... but hey wait, does anyone remember the feudallords? the guys who approve everything the kage does? who inserts the kage? who owns the country?

yeah?

so ok, we know they are very powerful, but why? what is their legitimation? why does this strong ninjas obey some weak nobles?
i cant really think of some good reasons :-\

i can only imagine:
- all ninjas need someone to suck balls, genins have chunins, chunin have jonins, jonins have kage, kage has feudallord
- feudallords have some powerful weapons or imba-armies that are more incredible the ninjas and they just give the ninjas some "small areas" as a playground
- feudallords are the real descandants of so6p and are just imba

the feudal lords are the rulers of the lands: land of fire, land of wind, etc. ninjas act as their bodyguards and the kage are the ones in charge. the feudal lord handles anything not associated with ninja and only get involved in ninja business if there is a war or major threat(hiruko)

They don't have the money of the Feudal lords? They can do missions or whatever for money, but it most likely wouldn't be enough to sustain the whole country.

Its just like the US government. The Feudal Lords get elected to run the political side of the country's interests and the shinobi villages act sort as back up or more like a bargaining item. It's order and I guess no one has questioned it yet.

feudallords, are more less figure heads, they make the decisions based on the land they govern, the hidden villagers are protectors of the land and boarders, they have no intention of taking over, simple example, the queen of england is the feudallord, and her prime minister is her hokage.
