You need money to run a village, that's where the Feudal lord comes in. Japan in the warring states era had a system. Hokages were basically representatives for the Feudal lords, aka the daiyamos, and one shogun ruled it all.

They're not stronger or hold power above that of the kages. They simply rule over a country while the kages rule over a village.
Their relation is of dependence, the kage and the hidden village provide military power while the feudal lords provide money.
Imo their existance is completely unnecessary. I think Kishi just based himself too much on ancient culture and messed up on this part. I don't see why can't the kages themselves rule over their village and country. The fire lord for example looks retarded (literally) ._.
