On the final page of 700 it mentioned a new Chapter/Volume in February, what exactly is this gonna be?

It probably means the physical copy will be out in feb.

New chapter is the part 3 focusing on the kids and hopefully the elders will tell stories that will explain some plot holes!

The February thing means that chapter 700 will be on sale in february

That will be volume 72 the tankobon volume with collection of all final chapters.
