Feats portrays who's strongest from weakest

I mean if person A feats are portrayed to be more powerful and deadly than person B.

Shouldn't that mean Person A is stronger?

How else would you know a person strength without feats??

So I'm saying feats mean everything.

I think it decides who's stronger between people.

I don't completely agree with this .
whilst feats is definitely a reliable and straightforward source for us to make comparisons , it's quite plot dependent .
that's why sometimes we see characters underperform , compared to their usual standards.
