Yeah, I'd def give ninjutsu to Naruto. And I'd even put them as tie in intelligence. Naruto isn't a genius at learning techniques, but he comes up with some pretty amazing battle strategies.

Sasuke has no sealing jutsu, Naruto actually used a sealing jutsu on the fox. Naruto gets intelligence for using his brain to beat the 3rd Hokage when Sasuke couldn't beat the 4th Raikage. Sasuke has his moments where he fights without thinking, Jugo mentioned how Sasuke just rushed into a fight with the Raikage and would have died more than twice. Naruto have been fighting smarter and even analyzed the 3rd Raikage's speed and strenght and compared it to his speed match with the 4th Raikage. So they are tied in Intelligence and Naruto gets Seal knowledge unless you name some sealing jutsus that Sasuke knows.

The reason i think Sasuke is better at Ninjutsu is because he has 2elements and has Much more versatility than naruto.

of course in terms of Power RS > Most of sasuke's Ninjutsu, But having just One powerful Ninjutsu doesn't make you better at it.

Ninjutsu - Naruto's RS variations and FTG have the edge here over sasuke's reliance on doujutsu in my opinion.
Taijutsu - Sage mode and naruto's cool sot6p looking jinchuuriki mode
Genjutsu - Sharingan - need i say more...
Intelligence - Naruto may be a good strategist but he's not intelligent, Sasuke is VERY intelligent, not quite to the point of Itachi but still he's a quick thinker.
Speed - FTG... faster than Raikage, no contest.
Stamina - Can't remember seeing Naruto exhausted for a while, seen Sasuke crying blood and panting a lot.
Seal Knowledge - seems like a pointless thing to have on here imo, but i'll tie it and this is why. Sasuke has expressed good control over his heavens seal that can't be denied, but this is something that he can activate at any time and is under his control. Naruto on the other hand has had to battle the fox's will to escape all the time, and when using 9 tails chakra really has to concentrate on exactly what and how much he uses, this in my opinion shows greater knowledge of the seal itself and its limitations. Sasuke does also have that tattoo thingy which he can get an arsenal of weapons out of, i can only assume this is some kind of sealing technique.
