Thats actually a good point, especially because Kishimotto wouldnt introduce someone like that, in what can only be called a last minute asspull, for no reason. It stands to reason that the Descedndants of the other brother could have been the Hyuga and Uzumaki who represent a lineage of Kaguya that was no altered by the Juubi's Chakra.

But alas it seems to have been implied that the Sage was the founder of the Uzumaki and since Kaguya possessed the Byakugan it stands to reason she was Hyuga. Unless the Ootsuki also possessed the Byakugan and the Hyuga are a spin off of them as oppose to a remodeled version of them as I state in my theory. Eitherway there isnt enough there to prove either side of things so what you say may be possible if not likely. Because I see no reason for the Sages brother to be introduced except for this fact. Oh... Crap It just hit me... Naruto is an Uzumaki yet he is the reincarnation of Ashura who is the Sages son. Maybe you can be reincarnated outside of family ties? But with Indra being Sasuke and the same thing going for Madara and Hashirama it seems unlikely...

So where left with the question, why did Kishimotto introduce the Sage's brother?

Fear, the way I see it, Hagoromo inherited the power of the fruit while his brother likely inherited Kaguya's natural power (the Byakugan).

He definitely wasn't weak, but I doubt that it's a coincidence that he faded into obscurity while Hagoromo became a legend. I also doubt that the Hyuga were any more diluted than the Uchiha seeing as both clans were heavily inbred. It would seem as though Hagoromo's brother simply had less power to pass on; hence the pitiful strength of the Hyuga.

I would say your theory is awesome, and im happy most of it came true! but the only thing i would add is that its wrong to assume that just because the sage had two sons the brother did as well. It seems more likely that the uzamaki came out of the senju clan and not from the sages brother. This makes it understandable why asura could reincarnate into naruto and the problem is solved. while the sages brother was introduced for hyuga development which i think we'll see in one form or another.

I dont think the Byakugan had anything to do with the Chain of Sharingans you mention above. I think Derp has done a good job explaining that the Sharingan is caused by the Juubi's Ocular powers being diluted over time. It could, well... It is alot more complicated than this. If we understand what the eye represents, Yin, then it begins to make sense. Senju and Uchiha are counterparts in Yin and Yang. But its a bit deeper than that. Yin represents owns experience, ones soul. It represents an inward journey in discovering and relying on ones self. Yang on the otherhand represents the world as a whole, the physical realm and the other people who live in it. It is more of an outward journey relying on others around you. The more each individual relys on that intrinsic nature of their inner power the strong they become. Think about it.

Some of the strongest Uchiha, Itachi, Madara, Sasuke. Individuals who relied on very on their own power and strenght as oppose to others. Sasuke a lone Uchiha, Itachi a man stuck between his family and his clan with no real where to go, Madara the leader of a clan that betrayed him. We see that this characters over time grow to depend more and more on themselves and are rewarded with it.

On the otherhand Naruto and Hashirama are the exact opposites. They not only rely on but trust their comrades to a fault. Hashirama was ready to take his own life because he trusted those around him so much. Naruto is the same way. Hell Nagato greatest feat was shown when he put his life on the line to revive everyone in Konoha. Kushina suvived Tailed Beast extraction, a pregnancy AND managed to restrain the 9 tails within 30 minutes all because she was doing it for naruto.
